A woman in a wheelchair with leopard print wheel covers plugs an electric car into a wall-mounted charger outside a brick house. She smiles at a young boy standing beside the car, while another woman holding a toddler looks on from behind.

2 years after the ZEV Mandate: what’s changed?

Learn exactly how the ZEV Mandate has been driving the shift to zero-emission cars, in simple terms. Discover what it’s achieved so far, and what the electric vehicle (EV) targets are for the future.

Curious when electric cars will be mandatory in the UK? EVs are on the rise, and the ZEV Mandate sets out a clear timeline for the UK’s journey to zero emissions by 2035, and to a net zero nation by 2050.

Once we reach the end of the mandate’s plan, the only new vehicles you’ll be able to buy in the UK will be EVs.

What is the ZEV Mandate?

The Zero Emission Vehicle Mandate, known as the ZEV Mandate, is a UK law that guides car manufacturers towards producing more EVs each year. It sets rising targets with an end goal of zero emissions for all new cars and vans.

What’s changed since the ZEV Mandate started?

The UK is in the middle of a push to reduce emissions. You might have noticed public transport has become greener. The same thing is happening with cars.

The mandate first became law on 3 January 2024. The initial target was for 22% of new cars to be zero emission in that same year.

In 2026, the target for cars has risen to 33%. That’s a vast amount for manufacturers to deliver on. But there are plenty of positives too:

  • It means even more EVs will be available to you
  • There will be plenty of different models for you to choose from
  • Hybrids will still be sold in the UK until 2035

Remember, we can help you choose the right EV. We’re here to support you through this change.

What’s next for the ZEV Mandate?

The next few targets for cars sold in the UK are:

  • 2027: 38%
  • 2028: 52%
  • 2029: 66%

This steady 14% yearly rise is no small jump. It’s an industry-changing amount, and a whirlwind of change for manufacturers. It will lead to more electric options and fewer petrol and diesel vehicles around to choose from.

What this means for Motability Scheme customers

All of this will affect your choice of vehicles on the Scheme, as fewer petrol and diesel cars will be made. The Scheme is evolving to keep up with this shift.
